Sensitive and accountable Administration would be in his priorities:Chief Secretary

After taking over as the Chief Secretary on Tuesday, Alok Kumar Jain said that sensitive and accountable Administration would be in his priorities. In the era of globalization, administrative reforms and establishments of new institutions were very necessary. He said that efforts would be to maintain direct interaction with general public. He assured that transparent and unbiased administration would be provided to the people.
The Chief Secretary said that with better utilisation of information technology the development rate of the state would be enhanced. The efforts would be made to implement maximum development programs with limited resources. He said that efforts would be to increase more resources without exerting much pressure on general public. "Though it is a challenge to provide good administration with limited resources in limited time, still we will face the challenge and live up to the expectations of the people," he said adding that improvement would be made in Police Framework wherever required. He said that positive environment would be created to attract more investors and generate employment opportunities for youths.
Chief Secretary Alok Kumar Jain joined Indian Administrative Service (IAS) in July 1979 as part of the Uttar Pradesh Cadre and after the bifurcation of UP, he was allocated Uttarakhand Cadre. With 31 years of rich administrative Experience he had exposure to a large number of critical assignments, situations, sectors and institutions.
He has a Bachelor's Degree in Economics Honours followed by a Master's in History from St. Stephens College, University of Delhi.
He worked as District Magistrate of two districts Unnao and Sultanpur in Uttar Pradesh. Each of these districts had population exceeding two million. As District Magistrate, he was responsible for the maintenance of Law and Order and ensuring smooth running of the Criminal Justice System. He spent considerable time in implementing poverty alleviation programs, encouraging private investment in industry and promoting schemes for enhancement of productivity in agriculture/Horticulture as well as ensuring overall coordination between different departments/ wings of government. As DM, he has conducted elections for Parliament, State Assemblies and local units in the year 2000. As Divisional Commissioner, he supervised the work of four district magistrates in his division with population of 8.5 million.
He has special exposure to two major sectors viz. tourism and health. He has spent nearly five years in the tourism sector as he was posted in the capacity of Director General, UP Tourism and Managing Director of UP Tourism Development Corporation. He was instrumental in formulating a new tourism policy of UP in 1994-95. It was during his tenure that the Buddhist Circuit of state was strengthened by upgrading the road and hotel infrastructure on this route with the help of Japanese aid.
He was posted as Principal Secretary, Tourism in Uttarakhand in 2005-06 where he streamed line and reoriented the tourism marketing strategy. He also headed the health sector in Uttarakhand for almost four years and worked in the capacity of Secretary and Principal Secretary Health. Under his leadership Uttarakhand became the first state to formulate and launch its health & Population Policy.
He was posted as Principal Secretary Finance in October 2006. In addition, he was also entrusted with the responsibility of the Planning Department since May 2010. He was given responsibility of Additional Chief Secretary on November 12, 2011.
